Factory reset laptop, cannot install Windows

https://imgur.com/a/EE36InG Dell Inspiron 14 5485   I was having boot issues so I attempted  to factory reset the laptop.I got a BIOS error saying that it could not find boot media. The Dell Support Assistant tried to reformat the SSD and restore the factory image but it failed to apply image. Now I'm stuck on the screen above in the imgur link and I cannot even turn the laptop off, even when the power button is held down.
