Fan - The (Processor Fan) fan failed to respond correctly

Hi there I have a problem with the Fan in my Laptop ( Dell Inspiron 5559 ) It's running all the time and make a noise and makes it too hot always and sometimes when I open my laptop I get this annoying message https://youtu.be/cUR0fbGBkw0 so what should I do to solve this problem ?
