In the Dell Diagnosis, try running an extensive memory scan. If the scan is throwing out errors, shut down the computer completely, remove the bottom cover and re-seat your RAM module(s). Run the failed tests again and see if the tests pass.
If the tests continue to fail and you have more than one RAM module installed, shut down the computer, but this time, remove one of the RAM modules and test again. If the tests continue to fail, shut down and repeat the process again, but reinstall the module that you previously removed and remove the other module. This helps pin point which module could potentially be faulty and causing problems. If both RAM modules check out fine, then the problem is likely due to a faulty motherboard.

For what it's worth, I just encountered this error and the issue for me was with my AMD drivers. I got the same errors as you and couldn't load up my dual monitors. Checking F12 diagnostics showed no hardware errors, and multiple displays was still enabled in BIOS. I ran all pending updates to the latest and still had the issue. I tried updating the AMD software and started getting compatbility warnings on the latest software from them, so I completely uninstalled the AMD software and now the drivers and card are working properly.
