Inspiron 15-3565 boot loop

I have a 3 year old Inspiron 15-3565 that had a failed windows 10 update issue. I tried every thing to install the update with no success so I decided to reinstall Windows. At 1st ran the MS Windows 10 restore but that didn’t work, would get to a certain point and fail. 

Next I ran the Dell SupportAssist OS Recovery from the Boot option (F12 option) to do a complete wipe and reinstall to factory settings/clean OS install and it ran for several hours and got to the 1st restart and it restarted to the Dell logo then immediately rebooted. The fan would run but I never heard the HDD spin up. It never got past the Dell logo. I could go into Setup or Boot Options from there but that’s it, exiting those would lead right back to the boot loop. 

Next I created a Dell Restore USB Key based on my Service Tag thinking maybe the OS Recovery install on the HDD partition was bad. Again ran for a few hours and on the 1st restart it looped again, start up, Dell logo, fan running, then restart and repeat. I let it do that and it ran like that for about 30 minutes before I shut it down. 

I think it’s a hardware issue but don’t know where to troubleshoot the issue. Thanks for any help.

Also should add that I did Flash the BIOS from 1.7.0 to 1.10.0 somewhere between trying to reinstall Windows.

Thanks for the welcome - I ran the diagnostic (both the short one and the longer one that fully checks the memory) and every piece of hardware passed. I have two Inspiron 15-3565s (bought for my kids in 2018 when they started HS) so I'm going to pull the HDD from the one that works and put it in the bad one and see if that resolves, if anything it will at least confirm or eliminate the HDD as an issue.

So I swapped HDDs between the two laptops I have, both same Inspiron-15 3565. The one in the computer that just keeps looping at the Dell logo at startup booted up just fine in the good laptop. The HDD from the good laptop booted up just fine in the laptop that had the startup looping issue. So now I'm at a loss since it seems the HDD is not the issue. I've gone ahead and ordered a new HDD anyway and will try to install that and see if I can install Windows OS.

In the BIOS check the "SATA Configuration"

Make sure it is the same on the looping laptop as the one you know is good.

Just got back to work on it today. I went ahead and replaced the HDD with a SSD and now I can't get either Windows 10 based on the MS Create Media tool or the Dell USB Recovery tool to run. Running windows in UEFI Boot Mode, Secure Boot Mode On doesn't work neither does running it in Legacy Boot Mode, Secure Boot Off. Legacy Boot Mode starts to look like Windows will run (windows logo shows up) but then just sits there and never runs anything (let it sit on that for 30 minutes). Have tried to run the Dell USB Recovery in every configuration of boot mode and they just sit at the Dell logo and go no further. I've seen You Tube video of Dell Latitude 3000 series SSD upgrade and its just replace the HDD, boot to a USB and install windows. It's frustrating to say the least. Maybe just cut losses and buy a new laptop at this point.  

I re-ran diagnostics again and everything passed. Here are the results:

1. Open command prompt with administrator access
2. Type each command below and wait until scan is completed.

* sfc /scannow
* DISM /Online /Cleanup-Image /CheckHealth
* DISM /Online /Cleanup-Image /ScanHealth
* DISM /Online /Cleanup-Image /RestoreHealth

Quick note: While the command is running, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.

Once you complete the steps, the Deployment Image Servicing and Management tool will connect to the Windows Update servers to download and replace any damaged files in the local image for Windows 10 as necessary.

3. Close the command prompt.

I did run all of those commands originally when I was 1st trying to update Windows, none of them worked. I tried every thing I could find on Google, even going 3-4 pages deep into the search, lol. I’m currently stuck in a boot loop error after trying every which way to restore Windows. Made a Windows 10 20H2 USB using Windows Media Create and tried installing it using Legacy boot and UEFI (secure on and off) and that didn’t work, couldn’t even get it to start installing. Tried the Dell OS Recovery USB on UEFI and Legacy and those didn’t work either. Replaced the HDD with a SSD and it won’t work either.

Here is the kicker, I’ve got a 2nd Inspiron 15-3565 and if I swap HDD they boot up!  Known good HDD in laptop that is stuck in a boot loop will boot right to Windows fine. Possible bad HDD in known good laptop boots up and completed the Dell OS Recovery install.  At a loss at this point. Next course of action is buying my son a new laptop (the bad one is his) then I can work to get this one resolved one way or another in slow time.

Instead of buying a new laptop, I would clone the working hard drive onto a new SSD. Keep the "bad" hard drive as backup.

This will save time and money.
