Inspiron 16 7610 Touchpad & Fan Issue
Touchpad:
The touchpad malfunctions completely once the laptop is almost/fully charged
- Almost always happens when the charger stays plugged
- Very occasionally happens when the laptop is heated-up even when the charger is unplugged as well
Fan:
Even when the CPU and GPU usage rate is below 20%, the fan goes full-on when the charger is plugged in(The Battery option is set to Performance mode when plugged with the charger)
These problems were an issue since the first two weeks passed when it was still all brand new

Thank you! We have received the required details. We will work towards a resolution. In the meantime, you may also receive assistance or suggestions from the community members.
If the Touchpad functions in the BIOS and in ePSA Diagnostics, then the issue is not hardware.

I suggest running extended diagnostics, just the fan test and basic tests, to make sure that the fan is not defective. For more information on running diagnostics please check out the following link. Just choose custom tests and then fan tests.

Regarding the touchpad function button (F3) it will only work if the touchpad driver has been installed. If you need the touchpad driver it is an Alps touchpad and may be downloaded

What exactly do you mean by "button F3"? Are you saying that I need to keep pressing f3 on startup for the touchpad issue?
