Inspiron 3451 Touchpad scroll not working

Hello, just like the title suggest, my multi-finger touchpad scroll does not work. And it has been for a quite long time but I haven't got the time to fix this. So here's the situation:

1. Not any touchpad finger gesture feature works
2. In the Touchpad under Devices setting, there isn't any option to configure my touchpad scroll features. And last year before this thing happens, there is a touchpad setting (if I remember correctly)

These are what I've done:

1. Download all driver updates from Dell support page, as well as the new January 2018 mouse driver.
2. Download synapse driver as suggested by this thread https://www.dell.com/community/Laptops-General/Touchpad-Driver-is-not-working/m-p/5093025#M910101

As expected, my touchpad gesture scroll still does not work. Any working solution?
