Hi - None of those work. All I get is the dell black screen logo loop. I created the USB with the dell recovery tool per the instructions. I think it has something to do with the laptop being uefi, no legacy boot option. Dell support is not helpful either, they gave me a refund because they couldn’t help.
any other ideas?

Yes, I was able to get my files off the ssd by plugging the ssd into a usb ssd case. So the ssd is good.
I’ve tried every possible boot recovery media creation tool. Dell, windows, Rufus, macrium. None of these work. Black screen of death loop.
i do think it’s something to do with the uefi boot mode only. I also read something is wrong/problems with the optane memory on this laptop too.
i’l pretty exhausted with this trying to recover the pc for about a month now. I don’t need the files, I just want to do a clean install of windows but can’t past the dell logo black screen.

Use the Dell image or the Microsoft windows media tool.

(not Rufus)

The Microsoft media creation tool will create a fully UEFI-compliant boot flash drive.
Have you run a full diagnostic on the SSD (F12 at powerup) to verify that it's OK?
Have you tried making the media with a different flash drive (yes, some do have issues booting specific systems)?
Have you tried using a different USB port in the system?
