Page 8 of the online Inspiron G3 17-3779 Setup and Specifications PDF simply shows it as a headphone and microphone combo port. My guess is that the Rode smartLav mic would need its own driver and software to talk to the Windows 10 operating system? Did you check with the Rode website for User's Guide, driver, and software?
Rode don't make drivers, it seems to just be a plug and play mic with a TRRS plug. Not sure what the G3 has, but I'm guessing there's some kind of incompatibility between the TRRS plug on the mic and the combined headphone/mic socket on the G3.
I would suspect the Rode being a "TRRS" instead of "TRS" is the problem. The splitter cable probably is the answer. The Dell spec's don't detail whether the jack is TRS or TRRS but since the TRRS doesn't work I would suspect it is TRS.

Are there any other mics there to test the port functionality?

I don't have another mic, but my earbuds work when plugged into that socket. Wondering if I need some kind of splitter like this -https://www.amazon.co.uk/KingTop-Microphone-Headphone-Splitter-Adaptor-Headset-2/dp/B077HTB346 ?

However, the cable you show will not work.
You need one like this:
