Intel HD Graphics allocated memory

Hello guys,

I own a Dell G3 3590 A30  (Windows 10, I7 9750h, 8gb, Nvidia GTX 1660 TI Max Q) for a few days.

I have been noticing that just after booting my laptop I already have about 50% of my memory used, but if I go to task manager there aren't any big apps running. 

What I realized is that my on board Intel HD Graphics is reserving about 3.9 gb of ram, but it is completely meaningless, since any time I run a game or an heavier app, it will use my Nvidia off-board card.

What can I do to release more memory for my system? I am getting up to 100% of my ram being used often!
