This is a user to user forum. We can try to help but this is not Dell Support. Contact Dell directly. Make sure you did not update any drivers from another manufacturer's website like Intel or Nvidia, etc. Dell laptops must use Dell's customized drivers and those almost never get updated like desktops. Reinstall your original drivers and that should solve your problems. If there ever are updates to your drivers they must come from Dell. All manufacturers drivers are customized to work on your exact motherboard.
I have an Inspiron 5584 with a keyboard backlight and if I have my backlight turned off the keyboard lights ups briefly during boot-up while the computer is running its POST (Power On Self Test) of my hardware components and then the backlight turns off again. If my keyboard backlight is turned off this is normal behaviour, not a failure.
On my Inspiron 5584 the keyboard backlight is turned on/off by the F5 function key (one press of F5 = low backlight, a second press of F5 = bright backlight, a third press of F5 = backlight off). According to the Keyboard Shortcuts section of Inspiron 5591 2n1 Setup and Specifications the F10 key controls the brightness of the keyboard backlight on an Inspiron 5591 2-in-1. Did you try pressing that F10 key a few times as I suggested <here> to see if that has any effect?
