Believe it or not, plugging in to test an external keyboard seems to have cured the issue. The external keyboard worked without dead key function. When the keyboard was removed, the Inspiron keyboard worked without dead key function. After full shut down and restart  the change 'held'.

Keyboard Issue with Single/Double quote for Windows 10 - FIXED

 

I recently bought a Dell Inspiron laptop with Windows 10 and I also had an issue with the single/double quotation key wherein one tap wont give me a single quote (') and double tapping gives me the double quote ("). I looked for anwers in the dell community and the solutions posted isnt applicable to newer dell laptops with Windows 10.

Luckily, I found the solution after doing some exploring with the settings/control panel. I will give you a step by step solution with pictures to help.


Step 1

Click Windows + R keys and this pop up will appear
Type intl.cpl then click OK

(Alternately, you can just type it on the windows search box)

Step 2

After following step 1, this window will appear

Under Format, select  English (United States)
Then just below this, click on the Language Preferences 


Step 3

After clicking Language Preferences, this window will appear:

Select  English (United States) for the Windows Display language.

Step 4

Under the same window, click on Keyboard

This window will appear next:

Make sure you select the 3rd option English (country) - US, country may vary depending on your region.  In my case it's  English (Philippines) - US.

(Without closing this window, open Notepad and type ' or " to test which among the three options work, only the third one worked for me)
