You need to enable ptt (platform trust technology) in the bios under security if you want the tpm to work .
regarding the blinking led this might indicate a problem look in this manual expand troubleshooting => system diagnostic lights in what pattern is your led blinking ?
lastly if you want to check if the tpm is working windows key +r and type tpm.msc

Reverse what you did. Disable secure boot and enable legacy support
Tip: You probably has MBR disc partition.

You will need to confirm the system model number -- the Inspiron 3511 is a 2022 model. It does not have a legacy option -- it is UEFI-only.

Thanks AdrianG001 I some how entered the bios and reverse everything
