Latitude 5590 - Graphics driver lacks Vulkan support

The latest driver Version: 25.20.100.6472 ,A12 does not include a Vulkan driver. Vulkan support was available previously (In November 2018). Why was Vulkan removed! What's even worse the Generic driver from the Intel website refuses to install on this laptop (for some reason the driver for Inspiron Gaming 7567 can be installed (finally))!
