Hi there.

For me i found a solution for it. I reinstalled keyboard drivers again and it fixed mouse scrolling problem. When you check on device manager and under keyboard and sometimes it's say already installed updated drivers. But install keyboard driver manually by downloading . from my case i download from dell site. Then install it will be fix yours too.

That is a mouse setting called Snap To. Open Settings, Devices, Mouse, Additional Mouse settings, Mouse properties, pointer options.

This used to be much simpler in windows 7 and 8, but windows 10 makes it a feature hunt.

My problem is fixed by changing the mouse settings.
