Ok, I have been able to solve this issue.

I downloaded Dell command 3.0  Dell-Command-Update_4374J_WIN_3.0.0_A00.exe, and Installed.

After a reboot Dell Command update ran and offered me two downloads

1. Wifi driver

2. Intel serial IO driver

I installed the Intel IO Driver: Chipset_Driver_C67R4_WN32_30.100.1727.1_A01_01.EXE

Boom on reboot trackpad is disabled and checking windows/settings/devices/Trackpad is listed as Your PC has a  precision trackpad, and all the windows setting for the trackpad are there.

Actually this is kind of a tricky yet obvious one to find (yes it took me a sec at first). Click on search (Cortana) and type in touchpad settings. The option to leave it on when a mouse is connected should not have a check in the box.

Yes, that is what I thought also, however, the touchpad setting do not have this option to uncheck. I have done some updating to the latest drivers however I don't remember seeing a touchpad driver nor can I find one in device manager?

Let me bump this up to the front again, this is a serious problem for me any Idea's out there at all. None ot the normal ways to turn on this feature are available. I can't find any software for the trackpad or even a driver, yet the trackpad does work and I can't type with the dam thing moving my cursor all over the place while I try to type

Have you tried uninstalling the driver, turning the computer off, turning on the computer, and let Microsoft Reinstall it?

Robert thanks for the comprehensive reply, I do believe that the driver is missing or corrupt finding exactly what driver it is since none in Device managers refer to the trackpad and nothing in the download page refer to the Trackpad. with your advise I'll look again. Reinstalling window 10 is not an option to correct a driver issue. I haven't clean installed a computer since windows 10 came out. I'm running a 5 unit Network presently with 2 notebook and 1 all in one. two workstations.

I'll get back to you after following your advice. And yes this notebook is in warranty ProSupport next day keep your hard drive.

A refresh is also not an option since somehow this notebook came with bit locker turned on. and all my back up images were created with bit locker turned on. I'm going to have to find the correct driver and method to install it.

Yes, that is my assessment also and I would have already tried that. The problem is I can't find a driver or software package that contains the software/driver for the trackpad. Windows/Settings/devices/ does have settings for a trackpad, However no setting to turn off the trackpad when a mouse is present. 

The last contact with tech support had me install "Dell command update" I managed to install it after uninstalling Dell Update and Dell Update Assitant. Then ran the Command update program to have it tell me that my notebook is not supported.

I just can't believe that there is no driver or software for this trackpad. I don't need a program to run a setup.exe from a command prompt, I do need to know what and where the setup.exe is located

So I've had a little time to read the manuals for this particular notebook. The Trackpad information is, this has a Precision Trackpad and Dell has no driver, the trackpad runs on a windows native driver? I still can't find any Device listing for a trackpad in Device manager, there are two Mouse instances there both run off an old 2006 driver.  

I suspect that the driver is coded into the HID devices somewhere, none seem to relate to a trackpad. I guess I'll have to cut a piece of plastic sheeting to cover the darn thing so that I can touch type. I wonder what material would be best for that.
