OS Recovery Tool

Question

I keep trying to use the OS Recovery Tool  and I get as far as step 3 and I keep getting the message 'We are experiencing some issues.  Please wait while we resolve them'.  After that nothing happens.  Looking for any resolution to this problem.   My model is Inspiron 14 3473 Windows 10.
