Something must be using way too much of your CPU. Hold the CTRL ALT Delete Keys on the Keyboard Choose Task Manager, click the CPU category at the top under processes and look to see if anything running is using a high amount of your CPU constantly. There was a bug recently if you have an Nvidia discrete graphics card that was causing high CPU use in the previous driver version. Make sure all your drivers are up to date. Also Microsoft released an update that is also causing havoc with your CPU through the Cortana process with Windows Update 10 v1903 KB4512941. If you've got that installed, I'd uninstall it as it was hitting people's CPU pretty hard causing a lot of slow downs.
