Liquid damage is never covered by the standard warranty unless you have the accidental damage insurance so that is normal and if you want to have that repaired it is going to cost money nothing you can do about that.If the servicecenter is blaming you for liquid damage while you are innocent that's another thing in this case get in touch with dell.
Regarding the other issue that the device does not work without the charger you can run ePSA when the device starts at the dell logo start pressing F12 multiple times to access the onetime bootmenu and choice diagnostics run the extended tests does it give you any errors ?.
