(Redirected) Battery Problems

My battery will not charge past 7%. Yet according to all diagnostics and the Dell battery health meter, it is working perfectly. I have tried taking it out and replacing it, plugging the laptop into another outlet and lots of other suggestions I have read, but none of them have made any difference at all. The status remains "7% available, plugged in and charging". It will not go beyond that. I would be very grateful for any help and suggestions.
