Dell OS Recovery Tool has the ability to pause and resume the download if there is a network connectivity issue. Download will resume as soon as the network connection is restored.
Dell ISO recovery image is quite large. It may take a while to download the file depending on internet connection speed.
Or you can alternatively get a Windows license key from Microsoft; that way the image isn't tied to any company in particular; Microsoft isos are pure.

Thanks for posting. Apologies that your recovery download isn't going as planned.

I dont plan on getting a license from Microsoft when I can get a ISO from Dell itself for my Dell Model & Service Tag
