Download the service manual for your laptop and read information regarding to replacing the hard drive.
Once you decide to go ahead, you'd need to clone your hard drive to the SSD.

Welcome to the Dell Community @JOE 2509
Yes you can switch to an SSD and you will notice an improvement in performance.
Dell Inspiron 15 3521 Owner's Manual:
https://downloads.dell.com/manuals/all-products/esuprt_laptop/esuprt_inspiron_laptop/inspiron-15-3521_owner%27s%20manual_en-us.pdf
Will you want to Image your HDD???
Reinstall the version of Windows or Linux that came with your PC???
Or install a clean W10 OS without all the Dell Bloatware???
Best regards,
U2
