SupportAssist OS Recovery Reset Options are NOT available

Question

I have a Dell Inspiron 3593 that had SDD failure. I have replaced it with a new SSD that uses the PCIe interface. I now want to reset the laptop back to the factory install. I downloaded the Dell OS Recovery Tool have created a bootable USB Flash Drive with the Windows 10 installation. I was then able to boot up the laptop with SupportAssist OS Recovery tool and connected to my WIFI. I ran the SCAN HARDWARE option which ran successfully with no issues. The REPAIR option is grayed out, but I was planning to use this option. I then tried the RESET option, but the first option 'Reset to factory settings' is grayed out or unavailable. I could see for a second the other option 'Reset and update' was available, but then immediately grayed out and was not available. There is also a note at the bottom of this option that says 'Not available for this computer'. Does anyone know why these options would not available to me?

Hi, what did you do with partitions while installing ? Did you delete them all even the system ones? I have 6 partitions. Some are primary Some are OS or system And some are recovery I don't know what to do with them

The SSD is new so it would not have anything on it or partitions setup yet.  I am able to run the OS Recovery Tool off of the USB Flash Drive (which has the Windows install files) and get to the RESET option page, but all the options there are grayed out or disabled. So I'm not able to start the process.
