SupportAssist running hardware scan when attempting to boot from USB recovery

When attempting to boot from a USB recovery drive created in the Windows recovery drive tool, I instead get a SupportAssist hardware scan, and it says there is no boot drive. When I press f12 to open the one time boot option menu, the drive does not show up. In BIOS options, the drive doesn't show up.

Turning off secure boot and turning on legacy boot is not an option as I am trying to restore a system image in UEFI. 

The drive is formatted to FAT32.

I have tried multiple USB drives.
