Mine is also missing. I tried installing and updating all of the dell hardware updates, and reinstalling the missing software that Microsoft had linked me too. Still i cannot find the driver and my touch screen is not working.
I have an All in One Dell that I bought a year ago from Costco.
Has anyone found a solution to this? I updated to Windows 10 20H2 a month or so ago and the touchscreen was gone. I rolled back to my prior version and it worked fine. The update happened again last weekend and the touchscreen is gone again. I really don’t want to roll back to my prior version again as I lose everything I’ve installed when I do so. Help!!!
I did a chat with Dell and they were able to resolve the issue. In my device manager, I had two "I2C HID Device". one of them showed an error (! in a triangle). I uninstalled that driver and restarted the laptop and the touchscreen worked again.
@Matt41272 I just tried uninstalling the "Wacom driver" first that was not working (which may come back when I reboot) and then the "I2C HID Device" (I only had the one instance that was working) and wow, I got my touch screen back and the I2C came back immediately as well. Thank you, thank you, after spending two days searching, updating several drivers, a complete factory reset, doing everything everyone else suggested from Microsoft communities to the Dell knowledgebase, yada, yada, banging my head against the wall, etc., etc... I am a happy camper now, thanks to your simple solution. An Eastern courtesy bow to you sir.

Try re-installing Panel Firmware. https://dl.dell.com/FOLDER04136364M/2/Panel_Firmware_update%20_%202.1.2.13.13.2.4_ZPE.exe
Otherwise, no clue.

@Matt41272
You posted in the thread where the OP was about the Inspiron 13 7378 2-in-1.
If you have a different laptop, then you need to search for that laptop's firmware.

@ieee488 the trouble for me was that the firmware Dell said was compatible for 'my system' was not compatible, grrrr. It would not install.
