Windows 10 cannot complete installation in safe mode. To continue installing Windows, restart the computer

Dear

Above warning arrives after I repaired the windows 10 and reinstalled it. When I click OK, laptop is booting again but the same warning arrives again and repeats. While I tried to open command prompt and tried to come out from safe mode, when I type in command prompt, QUESTION MARK SYMBOL IS COMING WHEN I PRESS ALPHABETS. Can you please advise how to come out from this. Your advise are highly appreciated... Thanks

Your problem is probably something reinstalling windows cannot solve. You must be able to boot the computer to install windows. You cannot use Safe Mode to reinstall since it has limited drivers and services. Try running pre boot diagnostics by rebooting and immediately tapping F12 to get to the boot menu to select Diagnostics. Run all  the tests including the extended hard drive test.

Always mention your exact model computer when asking a question.

Something you might check is to see if safe mode is being set from the BCD Store.  While in the command prompt, type the command below and take a picture or output the listing to a location like a flash drive where you can retrieve it.

The entry is normally close to or on the bottom of the section for the boot manager or OS loader sections.

If it were to be there, you may need to edit that listing to remove it.

If you could actually get into a version of safe mode, you could open msconfig.exe and change that option.  I have no idea how you may have gotten in that situation..
