Your problem is probably something reinstalling windows cannot solve. You must be able to boot the computer to install windows. You cannot use Safe Mode to reinstall since it has limited drivers and services. Try running pre boot diagnostics by rebooting and immediately tapping F12 to get to the boot menu to select Diagnostics. Run all  the tests including the extended hard drive test.

Something you might check is to see if safe mode is being set from the BCD Store.  While in the command prompt, type the command below and take a picture or output the listing to a location like a flash drive where you can retrieve it. 

The entry is normally close to or on the bottom of the section for the boot manager or OS loader sections.

bcdedit

If it were to be there, you may need to edit that listing to remove it.

If you could actually get into a version of safe mode, you could open msconfig.exe and change that option.  I have no idea how you may have gotten in that situation..
