We'll need to know exactly what system you're trying to boot -- Inspiron 5525, N5110, etc.   If the system is in UEFI mode with secure boot on, your options for running Linux will be very limited, as very few Linux distributions have support for those (Ubuntu has the best developed support, by far).

If you don't have to worry about Windows from the hard drive, turn off UEFI and secure boot (if you can;  you can't disable UEFI on systems of very recent vintage, which lack legacy OS support).  If you do, beware that Windows will no longer boot unless you reload it thereafter.

@MidasVV  I've found that some Dell systems don't support booting from USB "fixed disk class" devices, such as hard drives, SSDs, and a small handful of flash drives, even when they are properly set up for the system's boot method (BIOS vs. UEFI).  Instead, they only boot from USB "removable storage class" devices, such as the vast majority of flash drives.  So that might be your issue.  But before that, definitely check the items ejn63 mentioned.  If you're running Linux, most distros do not support Secure Boot, so that will need to be disabled.  And then if your system is set up for UEFI booting, make sure your external SSD is initialized as GPT rather than MBR and that it has a small FAT32 partition that contains the UEFI bootloader files.
