Press F2 a few times at power up to get into Setup.  Look for the section that shows the AC adapter.  It should show its capacity.  If it shows unknown, try another Dell OEM adapter to see if it is recognized.  If it is, the original adapter is faulty.

If it's not, depending on the system model, the next step is to try a new DC jack.  If you need a part reference, you'll need to post the model number (Inspiron N5110, 5525, etc.).

Thank you so much, @ejn63, I'll try that out as soon as I can. another thing to note is that I tried 2 different chargers and they both cause the same effect.

Dell uses an "intelligent" power adapter system.When you turn on the laptop the BIOS program on the mainboard tries to identify the charger via special control wire.If - for instance - the cable that connects to the power jack is damaged or the power jack itself is loose / broken the BIOS might not be able to recognize the power adapter and refuses to charge the battery.

To check if the power adapter is properly recognized press function-key "F2" at powerup.That takes you to the BIOS screen where you can find the information.
