black screen when trying to load new OS

I have a new laptop dell Inspiron 15, it had windows 10 and i formatted it. so i tried installing windows 7 but the installation did not finish as my disc had a corruption so i'm trying to boot from a flash it displays the Dell logo reads the bootable flash but the screen goes black. i tried with a different disc still getting a black screen. I'm now stuck on a black screen tried to load factory defaults from the bios but no change

Which Inspiron 15 model do you have?

Your system more than likely has a UEFI BIOS.

Building on the answer above, even if you switch your system to Legacy instead of UEFI boot mode, depending on the specific Inspiron 15 model you have, Windows 7 may not even work properly.  Drivers may not be available, and Microsoft has already said they won't support or provide updates for Windows 7 installations running on CPUs newer than Intel Core 6th Gen -- and even setting all of that aside, in case you weren't aware, Microsoft will stop offering Windows 7 updates entirely in January 2020.

If you want a more detailed answer you'll need to provide your exact system model.  "Inspiron 15" includes several series lines (3000, 5000, and 7000), and each of those series lineups includes multiple models spanning multiple generations.

It the new system has a seventh or eighth generation Intel CPU - or an AMD Ryzen CPU - note that there is no support for Windows 7 at all.

Just about everything current is Windows 10 only.

That doesn't answer the question. 

Just about any system EXCEPT a Latitude with an i3-6330U  or i5-6xxx CPU sold in the last two years WILL NOT support Windows 7.

Go to your setup screen - F2 at powerup.  If the CPU shows any ix-7xxx or ix-8xxx CPU, you are limited to Windows 10 only.

This system ships with either a hard drive or a 32G eMMC embedded flash drive - only the former version will run Windows 7, and to get it to install, you will need to prepare a custom Windows 7 install media set.  It's not a trivial undertaking - and bear in mind that Windows 7 has only 18 months of life left in it when you weigh the time investment to make the install media:

The system that comes with the 32G eMMC drive will not run Windows 7 at all.
