ePSA pre boot question about loop

I have a 5 or 6 year old netbook with 32 GB memory. When I switch it off, after accessing Windows, it goes back into the ePSA Pre Boot loop. I want to sell the netbook as is but I need it to straight to Windows without the hack I'm using. I'm currently hitting F12 and then going to boot manager and it is starting that way but I can't get the full price I was offered with this hack. It isn't much money and I can't even afford to pay an expert but it will help pay the rent.

 

New update. I'm now getting it to restart but it goes to an alert screen because the battery is dead and I have to select Continue, BIOS Setup or Diagnostics. I select Continue and then have to press F1 but I'd like to skip these two steps. Are there any suggestions and could you please write back in layman's terms because I'm not that tech savvy.

Start with the Dell diagnostics - F12 at powerup.  If any errors show up, post by number.

Also post the complete system model number (i.e., Inspiron N5110, 5559, etc.).

Call Dell phone support.

Sounds like wrong partition is set to be bootable or Windows partition is missing.
