fan management

I use a dell g3 laptop and i really want to change my fan settings i know i can find them in the dell power management app under the thermal control section but now the problem is that i have to update the dell power management app and it is giving me an error about no internet connectivity and i dont have any solution to that i thought maybe MY DELL app could help turns out to be that i cant even download that app i dont know the reason because there is nothing stated,... and i really need help
