laptop CPUs are always soldered into the board. You have to change out the entire motherboard to do it. So, it's really not practical unless you can find a working motherboard of the same model from eBay - and it would have to match the same year and generation so that it would work with the hardware in your laptop. For an Inspiron 3000 series, you are probably better off just buying a whole new laptop.
