I fixed it today, you go to "device manager", then click show hidden device in tab View, it will show Bluetooth. Then you click on your Bluetooth driver and then you choose "...shut down MMC" (1st line) then restart you PC.
After much technical assistance, it was determined that the Bluetooth card was damaged. The Bluetooth function was intermittent. I sent my computer to Dell yesterday for service and repair. Thanks for all the great responses!
