Third party adapters will behave this way - they'll power the system but will not charge the battery.

The Dell adapters have a proprietary circuit that is read by the system board, which universal adapters do not have.

Their packaging and documentation both clearly indicate compatibility with Dell Inspiron. How is this possible?

You'll have to ask the manufacturer. If it powers the system, that's the best you're going to do with a non-OEM power supply. For optimum performance and to charge the battery, you need an OEM Dell power supply.

Sir..., i cannot agree with you on your opinion of 3rd party power supplies. I have an Inspiron 5160 which i purchased along with it's original working adapter. To supplement this (so i have 2 adapters) i purchased a 'replacement' one from eBay.
 
My findings are that this 'replacement' actually performs BETTER than the original! The BIOS indicates that this adapter outputs 150 watts of power, compared to the original PA-13's 130w! This has the effect of charging my (new) batteries even faster than before.

Again, it depends on the design of the adapter - many of the replacements do not charge the battery.

There is also the possibility that the original power supply was fine, and that the system board power jack was the source of the problem - if it has been damaged, the failure to charge the battery is often a consequence.

I also disagree with the 3rd party adapter comment. I have a 6400 and my adapter recently died. I purchased an iGo universal adapter for it and have had no problems with compatibility.

For the record, I gave up on the 3rd party adapter. After a few failed attempts with their tech support, I returned it to the store I purchased it from. I have ordered a replacement from Dell online, and am working with a borrowed adapter while I await delivery. I have eliminated the system board and power jack as the problem as the borrowed adapter is functioning perfectly.
