Are you using an original Dell OEM Adapter? When you plug in the adapter to the system, does the adapter stay firm or does it fall off easily? Is the adapter frayed? Is there any damage on the system? Could you test with another power adapter if possible?
Check if the issue replicates after you shutdown / restart / hibernate / auto sleep and manual sleep the system and then power on the machine again.
Try flashing the BIOS if possible - http://dell.to/2fwbryD-restart the system and check.
Run the LCD bist - Turn off the system and press and hold the "D" key + power button to turn on the system and it should run the LCD built in self test - see this link for more info - http://dell.to/1SkXNrG
I would suspect a faulty adapter at this point. Testing another good known adapter might help isolate the source of the issue.

I am using an original Dell adapter delivered together with my Latitude E6500 computer. I have also tried another original adapter from a similar Dell computer, and an original adapter for a Dell Inspiron 17 computer. All these adapters gave the same result; black screen when connected to the computer.
Further, the adaptor plugs seem to fit firmly to the computer, and they do not fall easily off. In addition, I have not noticed any damage to the system.
I have tried different stop and start modes as you suggested, but the screen remains black when I connect an adaptor.
I have also tried flashing the BIOS as suggested. As a part of the process, I was asked to replace A18 BIOS with A29 BIOS. I accepted, but got a message about an unexpected error: “Application Error Return 0x00000406”. I repeated the process, but got the same result.
Moreover, I have tried to run the LCD bist as suggested by pressing the D key and the power button. I have tried both with the adapter connected and disconnected. Nothing happened on the screen, but after a while, three of the device status lights were active for some seconds. The light with symbol “9” were blinking, and the lights with symbol “A” and “↓” stayed stabile.
As told before, on the screen I describe as black, it is possible to see a very faint picture, so faint that it is impossible to recognize what it shows. Nevertheless, it is possible to see that the picture change if I do something on the computer. Can this be a clue to a solution? When the computer operated normally, I recognized that the screen usually got brighter when I connected the adapter. I got the impression that the screen in this situation went into a special mode. Can it be a possibility that this screen mode somehow has been distorted?
Flashing num lock/steady caps + scroll lock means the system can't detect the CPU. It could be the CPU isn't firmly seated - that's the first thing to try. If that doesn't solve the issue, next would be a bad mainboard or CPU - replace the board first, since CPUs rarely fail.
Even that may point toward a better idea - the system is old enough that replacement rather than repair is a more economically sound choice.
For the BIOS issue - downgrade the BIOS to A06 and then try updating to the latest version - you could find all the archived files here - http://dell.to/2ggzSy1
Restart the system and press f12 key on startup - choose diagnostics. Let it run the diags and if you encounter any errors - make a note of the complete error and report the same to us. These are onboard diagnostics and they might possible pick some error if the hardware is not functional. Also, run an extended / thorough tests on the HDD and memory to check for any possible errors.
Since you have tried different adapters and all have the same issue - I would next suspect a dc port issue - you would need to replace this part - http://bit.ly/2gPRmSQ
Since the LCD self test did not complete with or without the adapter connected, it could be an issue with the LCD connector, would not suspect the LCD as it works fine without adapter connected.
Lastly, I certainly agree with ejn63, it might very well be an issue with the motherboard.
I would also, personally suggest you to invest your money on a new machine than to repair this system. However, that is your discretion.
