Find your network adapter
This works with Windows Vista and Windows 7. This does NOT work with Windows XP or earlier operating systems.
Copy the text between the lines and paste it to Notepad.
systeminfo >c:\systinfo.txt c:\systinfo.txt
Save the file as systeminfo.cmd
Right click on the systeminfo.cmd and select Run as administrator and it will produce a system information log. The system log should open up in Notepad.
According to information that you posted, the ethernet adapter is installed and Windows sees it and Dell's latest driver is installed. But it does not have and IP address assigned.

Just a crazy question, when does the popup message appear that you referenced in your first post?
At least your computer is seeing the ethernet adapter.

Places to look to see if your Connection is enabled
The Finding System Information Tool works for all operating systems. Some virus programs will not allow it to run but it's a harmless tool.

Can you connect?
In not, then run and post an ipconfig /all log.
