Can I put a DDR4 ram for may laptop ( Inspiron 15R 5521 )

No. DDR-3L is required for that system. DDR-4 is physically and electrically incompatible with your system.

Sorry , can I upgrade it to 16 GB ram by putting two rams each one 8 GB
