BIOS boot issue
I have a dell XPS M1730 that when starting up runs the normal bios startup, but then it starts it again and again. I can't get into the BIOS setup screen as a result. Is there a way to resolve this?

Most likely a crash during OS boot, straight after BIOS.
Check the hard disk by booting from CD (Dell Diagnostics CD)
Or remove disk and test it in an external USb2.0 drive enclosure on a different computer.
