Did you purchase the system new, or used?
The master password Dell gives you is tied to the service tag - if the mainboard is changed and the service tag changes, so too will the master password.

The only way is with the master password - call back and tell them the password they generated did not work. You may have a faulty system board.

If the password didn't work, that is the solution.

The bypass method IS the master password. If it doesn't work, there is a physical problem with the system board - in other words, a hardware problem.

No, you've made up your mind and aren't reading the responses. If you forget the password, you call Dell, verify your ownership of the system, and they issue a master password you then use to remove the lost password. If that fails to work, then it's not just a lost password - you have a hardware problem with the system. In that case you need a replacement mainboard.
The money you have to spend is because the board is bad.
