A bios password can only be locked by Dell Support -- if you buy it, make sure that if you call Dell for the password, that you know who the previous owner is so you can VA (i.e., Verify Account). Otherwise you won't be able to unlock it.
I suggest filling out a transfer of ownership form. faizalenu is correct, you will need information on who the original purchaser was and where the system was purchased from to have ownership transferred over to your name. Once ownership has been transferred tech support will be able to provide to unlock the BIOS.
Insist that any poweron password be removed before purchase. If you don't, even if the seller can transfer the system into your name, it's going to cost you $60 to call Dell for the master password.
Looking back on it, you don't have to know who the purchaser is, but they are going to route it to that person and they are going to confirm if they sold it or transferred it.

Looking back on it, you don't have to know who the purchaser is, but they are going to route it to that person and they are going to confirm if they sold it or transferred it.
