Boot to USB Device and USB Emulation

Can someone explain why booting to a USB Device is not available when the USB Emulation setting in the BIOS is set to Disabled?  Is there a way to make this work?

I beleive USB Emulation is where the USB can emulate an IDE device such as hard disk or CD drive.  Since boots occur from these IDE devices, you must have USB Emulation on to allow a USB  device to look like an IDE bootable device.
