CPU usage history

for over a week now, my CPU usage history is maxed out at 100%. its making my puter inefficient. i only have 48 processes running, and no applications. ive disk defragmented and cleaned up the hard drive, but i dont know why the usage is still showing 100%. could anyone help me fix this?

im talkin about "windows task manager"- "performance"- "CPU Usage" (i have an inspiron 5150)

Assuming you're up to date on Windows critical updates, antivirus and antispyware, clear the dust from the heatsink. This model is well known for being able to do double-duty as a toaster, as it overheats readily.

how do i clean the heatsink? take off the back and clean it by hand?

This is a good thing to do anyway -- but it won't fix your CPU 100% problem.  In Task Manager, go into the Processes tab, then scroll until you find which process is using so much of your CPU time. Post back here with details of it.
