Basically, someone has set configuration password on the BIOS and I don't know what it is. So I can not change the boot options. I flashed the BIOS now I have version A09 installed in my laptop but it did not reslove the issue.
The Configure Setup can be enabled by using the Admin Password you have set in BIOS; the same password can also be then used to disable the ADMIN Password Setting. It serves double duty. If you want to maintain the Password, use it to only Enable Configure Setup, make your changes, and then reboot . That will disable Configure Setup again and keep "busy fingers" from messing with you settings.

Thank you for using Dell's Community Forum.
Try re-flashing your BIOS.
