Cannot find "Repair your computer" on Advance Boot Options

ok i call Dell support and they said check the website, in website to do PC restore it say do F8 and select Repair your computer, this option is not available.

Dell want to charge me for help me repair for a fee, but they don't want to update the website with correct steps to do PC restore.

I don't have the repair CD either. Does any one know right option to choose to do PC restore.
