Cannot restore factory settings

Not sure if this is the correct place but hopefully i can get some help! my laptop is running pathetically with windows 7.

It wont restart or shut down and no longer updates.

I wanted to factory reset it but when i press F8 on start up there is Repair Your Computer on the Advanced Boot Options menu. Is there another way or a way of fixing this at all?

Its a dell inspiron 1501. i installed the windows 7 at a later date. 

 

I have tried to reinstall it to totally wipe the pc but it just gets stuck on the windows is configuring.

The automatic restore won't work. One thing you should do is run an extended hard drive diagnostic - F12 at powerup to get in.  It is very possible a faulty hard drive could cause the problem.

System model?  Did it come with 7 or was it upgraded later?  Was a manual installation ever done?

If you never removed the initial restore partition, there may be - if the system came with XP, you'll need a copy of Symantec Ghost to restore the file.  If it came with Vista you'll need to read up on producing an ImageX boot CD.
