If it doesn't work in safe mode, the keyboard needs to be replaced under warranty. Generally, they'll send you the keyboard - it's a 10-minute job to replace it.
check the ribbon cable under the keyboard ! you will find it has been damaged by the backside of the cpu/gpu frame{it is sharp after being stamped out] on the mobo and may not be properly folded at that point as well. This is a QC prob @ dell. should have heavy film applied to it as was the fix for mine
Happened twice on my 1645. The first time they swapped out the keyboard and then two months later it happened again and they swapprd out the keyboard and the motherboard. No trouble since...
