D/Dock USB 2.0 possible solution
I worked on this with one of my counterparts and here's what we found.
the Intel USB 2.0 Enhanced Host Controller prefers to use the wrong driver. The Dell Notebook System Software (NSS) 3.1.1 A10 (R70917.exe) contains the correct driver, which can also be obtained from Microsoft (http://www.download.windowsupdate.com/msdownload/update/v3/static/rtf/drivers/3070715.htm
The correct driver - usb2.inf can be found in the c:\program files\Dell Computer Corporation\notebook system software\ folder after you install the R70917.exe update using the default options. However, after installing the update the computer will still be using what it thinks is the best driver c:\winnt\inf\oem2.inf, you will manually have to change it.
Go to Device Manager and you should see 2 USB serial bus controller groups on the afflicted pc. The second or bottom group should contain the 'Intel USB 2.0 enhanced host controller'. right click this device and select properties. click on the driver tab and then the 'update driver' button. Have Windows search for the suitable driver leaving the optional search locations unchecked. Windows should say that the suitable driver is already installed, select 'install one of the other drivers'; at the bottom of the list of alternative drivers should be the usb2.inf driver from the notebook system software folder, install this driver.
After this driver is installed there should only be 1 USB serial bus controller group in Device Manager and the device will now be listed as a "Standard Enhanced PCI to USB Host Controller"

I follow your instruction for this installation. However, I can't get the file nor data from anywhere. I just bought a brand new Dell Latitude D505. Now I have USB port issue for my Palm T3 hot sync operation. Please detail me the step for such installation agagin. Thank you.

You have to download and install the Notebook System Software release A10 from Dell here:
http://support.dell.com/filelib/Format.aspx?ReleaseID=R70917
You then have to manually change the driver for the 'Intel 2.0 Enhanced Host Controller' from oem2.inf to the usb2.inf provided by the Dell udate using the instructions above.
This is a 27MB download that includes other fixes, to save time you can find the USB driver seperately from Microsoft by going to http://windowsupdate.microsoft.com, viewing the windows update catalog (there are instructions on the site on how to do that by clicking 'personalize windows update') select "driver updates for hardware devices" --> "other hardware" --> choose Microsoft as the manufacturer and select your OS. You should then see the link to download this: NEC usb software update released on June 01 2001. - (Posted Date: November 04, 2003)
The Microsoft link in the first post is just informational, there is no direct link to get the software from there.

This helped me a lot. I have been able to get my Ipaq to talk again but now I'm still running into issue with my Archos 6000 Jukebox. I can use it but the transfer rate is abysmal. It took a good 5 minutes to tranfer 10 mg of music where before the same album took maybe 45 seconds.
I've searched for an XP signatured driver and I can't find any. I'm curious why one would wotk without flaw now where the other would have problems when thay are both USB 2.0
Any ideas?

I am using Chinese Windows XP. Are you using WinNT? I am facing the problem such as I can't find the usb2.inf in c:\program files\dell computer corporation/notebook system software\folder? There is no such sub directory called "folder".
I don't find c:\winnt\inf\oem2.inf either on my system. Are we using the same Windows? or this Chinese vs. English Windows has created such files existing problem?

Thanks for the info. However, I just can not find the usb2.inf under the c:\program files\Dell computer corporation\notebook system software\. I can not find the inf folder within the c:\windows\ either. I did install the R70917.exe couple times. Am I missing anything? If you can, please detail the step for such installation one by one. Thank you.

The default folder name for XP is 'windows' not 'winnt'.
So, from now on let's just refer to the folder as x:\%windir%\inf - where X is the drive that windows is installed on and windir is the folder where windows is installed in, seeing that theoretically they could be anything. The inf folder is also hidden by default so you will not see it unless you choose to 'show hidden files and folders'.
The "x:\Program Files\Dell Computer Corporation\Notbook System Software" is the name of the folder, there is no subfolder called "folder"
Some other things to consider: The r70917.exe NSS A10 update includes Microsoft KB829759 http://support.microsoft.com/default.aspx?scid=kb;en-us;829759&Product=win2000 this fix pertains to USB devices not being detected properly. People may want to try to download and install this update by itself and see if it makes a difference. Note this only applies to Win2K machines and is a fix for a hotfix, read the knowledge base article for more details.

I followed the instructions given by meryl_streep, and all works fine now. My Palm T2, HP scanner, keyboard and mouse work now. This was tested on 2 D600s one with bios A08 and one with A09. Both are using W2K pro. Some things to note:
R 70917 installed with administrator rights - PC out of docking station - remember to force the update of the drivers - if you are using a USB keyboard, make sure you have a standard keyboard ready when you place the PC in the docking station as the USB ports are NOT enabled until after the first good boot and the unit has 'found new hardware' I accepted the default drivers at this point, one PC (A08) used c:\winnt\inf\oem8.inf and the other used oem44.inf.

Thanks for your solution, it worked great for me, but you know that DELL has finally release a fix for this? Version A14 of the Notebook system software. I installed this Monday and it so far so good.
