Dell Inspiron 15-3521 Password on Startup
I get an Password on startup and cant remember password
System Disable Code [FBB57F6EBFFD560EE]
Service Tag [<ADMIN NOTE: Service tag removed per privacy policy>]

We can't help you here on the forums with password issues but you may want to check out this support article titled "System prompts for a Hard Drive or BIOS password". You will find information there that can help, plus information on how to contact Dell's Tech Support via phone if your issue isn't resolved.
