installation error code 0x80070001
This error comes up during the expanding files stage of installation.
Its caused by read errors from a DVD +R media instead of a real windows DVD.
Record media at the SLOWEST Possible Speed aka 1X or 2X DVD speed.
The D620 does support Vista and WDDM 1.0 therefore to install windows 7 you need to choose the
32 bit or 64 bit version of the drivers for VISTA and use them with your windows 7 version.

The following link should have some help for you since you are interested in upgrading to Windows 7
support.dell.com/.../document
The latitude D620 is not listed as being compatible with Win 7. This doesn't always mean that Win 7 won't install on a notebook, only that all the drivers aren't available.
I suggest running diagnostics on the notebook to make sure that there are no hardware difficulties. Start the system while tapping F12 and choose diagnostics.
Other than that, if you have another Windows disk available give it a try just to make sure that you don't have a defective Windows CD.
