Dell inspiron 1520 not booting

so i have this Dell inspiron 1520 laptop that refuses to boot. problems i've noticed:

1. The caps lock is flashing (around 45 times i'd say).

2. When i plug in the adapter it briefly shows it's charging and then it stops charging, and it's the same thing when i unplug and replug it. 

so far i've tried holding the power button down and re inserting the battery and adapter but no luck, any solutions?

This certainly looks like a Hardware issue.

Kindly check if the light on the adapter remains ON when it is connected to the system.Also run the LCD BIST ( Test on the LCD) .

  1. Turn the computer off.
  2. Press and hold the D key while pressing the power button. This will start the Laptop LCD BIST.
  3. The screen will display multiple flashing colors. Look for lines, distortion, or any other video issues you have observed.
  4. The laptop will restart when the test is finished.

If the system and power leds remain ON then it could be an no video issue.
