Dell latitude D630 boot issue

Boot up laptop  I get the dell logo screen

Then after that you see above the function keys the Led light marked “9” is solid green 

Also the power light above the  insert, home and pageup key is a solid green color as well and the battery light occasionally flashes

Do i have a motherboard or hard drive issue

I already ran onboard diagnostics and came up empty
